Abstract: After decades of public debate about drug legalization, individual states in the USA and the nation of Uruguay have legalized the provision, sale and use of marijuana. What are the likely consequences of this shift for public health, public finance and for crime? What will marijuana legalization tell us about the desirability of changing laws with respect to other more dangerous drugs? This lecture will show how intertwined these assessments are with the decisions about how legalization is implemented.

Peter Reuter is Professor in the School of Public Policy and Department of Criminology at the University of Maryland. He is Visiting Fellow at the Center for Global Development, and also Senior Economist at RAND.
